Completion Certificate (CC)
A Completion Certificate (CC) records that a building was finished as per the approved plan. In Bengaluru “CC” can also mean the Commencement Certificate.
In plain words
A Completion Certificate is the planning authority’s record that the construction matches the plan it sanctioned. RERA defines it in Section 2(q). It sits close to the Occupancy Certificate: the CC says the building was built as approved, while the OC says it is fit for people to live in. Some authorities issue them together, some separately, and the exact names vary by city.
One small trap: in Bengaluru, “CC” is also used for the Commencement Certificate, the permission given before work starts. When someone says “we have the CC”, ask which one they mean.
Why it matters to you
A building can be finished but not compliant, for example an extra floor that was never approved. The completion certificate is how the authority signs off on what was actually built. RERA’s Section 11(4)(b) makes the builder responsible for obtaining it and giving buyers access to it. For a flat bought under construction, you will not see it on the day you book, but the agreement should promise it before handover.
What to check
- At booking: the sanctioned plan and the Commencement Certificate, so you know work started legally.
- At handover: the Completion Certificate and the OC, both covering your block.
- That the floor count and layout match the plan the authority approved.
- That copies of both are uploaded to the project’s page on the K-RERA portal, where builders update approvals.
Keep copies with your sale deed. A future buyer, and their bank, will ask for them.

FAQ
Completion Certificate (CC): common questions
Is CC the same as OC?
Not quite. The CC records that construction matches the plan; the OC permits occupation. Ask for both at handover.
What does CC mean in a Bengaluru brochure?
It may mean the Commencement Certificate, which allows work to begin, or the Completion Certificate, which comes at the end. Ask the builder which, and see the document.
Who issues the completion certificate?
The local planning or municipal authority that sanctioned the building plan. In village areas it may be a different body from the city corporation.
Should I wait for the CC before registering my flat?
For a ready flat, yes, ask to see it first. For an under-construction flat, register the agreement for sale now, and make the CC and OC conditions of possession.
